# §8988. Premiums

- (a) Each [eligible individual](/usc/5/8951.md?p=3) obtaining supplemental vision coverage under this chapter shall be responsible for 100 percent of the premiums for such coverage.
- (b) The [Office](/usc/5/5402.md?p=3) shall prescribe regulations specifying the terms and conditions under which individuals are required to [pay](/usc/5/7511.md?p=a-4) the premiums for enrollment.
- (c) The amount necessary to [pay](/usc/5/7511.md?p=a-4) the premiums for enrollment may—
  - (1) in the case of an [employee](/usc/5/4701.md?p=a-2), be withheld from the [pay](/usc/5/7511.md?p=a-4) of such an [employee](/usc/5/4701.md?p=a-2);
  - (2) in the case of an [annuitant](/usc/5/8401.md?p=2), be withheld from the annuity of such an [annuitant](/usc/5/8401.md?p=2);
  - (3) in the case of a [covered TRICARE-eligible individual](/usc/5/8951.md?p=8) who receives [pay](/usc/5/7511.md?p=a-4) from the Federal [Government](/usc/5/4101.md?p=3) or an annuity from the Federal [Government](/usc/5/4101.md?p=3) due to the death of a [member of the uniformed services](/usc/5/9001.md?p=3) (as defined in [section 101 of title 10](/usc/10/101.md)), and is not a [former spouse](/usc/5/8401.md?p=12) of a [member of the uniformed services](/usc/5/9001.md?p=3), be withheld from—
    - (A) the [pay](/usc/5/7511.md?p=a-4) (including retired [pay](/usc/5/7511.md?p=a-4)) of such individual; or
    - (B) the annuity paid to such individual; or
  - (4) in the case of a [covered TRICARE-eligible individual](/usc/5/8951.md?p=8) who is not described in [paragraph (3)](#c-3), be billed to such individual directly.
- (d) All amounts withheld under this section shall be paid directly to the [qualified company](/usc/5/8951.md?p=5).
- (e) Each participating [qualified company](/usc/5/8951.md?p=5) shall maintain accounting records that contain such information and reports as the [Office](/usc/5/5402.md?p=3) may require.
- (f)
  - (1) The [Employee](/usc/5/4701.md?p=a-2) Health Benefits [Fund](/usc/5/8401.md?p=6) is available, without fiscal year limitation, for reasonable expenses incurred by the [Office](/usc/5/5402.md?p=3) in administering this chapter before the first day of the first contract period, including reasonable implementation costs.
  - (2)
    - (A) There is established in the [Employees](/usc/5/4701.md?p=a-2) Health Benefits [Fund](/usc/5/8401.md?p=6) a Vision Benefits Administrative [Account](/usc/5/8401.md?p=1), which shall be available to the [Office](/usc/5/5402.md?p=3), without fiscal year limitation, to defray reasonable expenses incurred by the [Office](/usc/5/5402.md?p=3) in administering this chapter after the start of the first contract year.
    - (B) A contract under this chapter shall include appropriate provisions under which the [qualified company](/usc/5/8951.md?p=5) involved shall, during each year, make such periodic contributions to the Vision Benefits Administrative [Account](/usc/5/8401.md?p=1) as necessary to ensure that the reasonable anticipated expenses of the [Office](/usc/5/5402.md?p=3) in administering this chapter during such year are defrayed.
