# §8910. Studies, reports, and audits

- (a) The [Office](/usc/5/5402.md?p=3) of Personnel Management shall make a continuing study of the operation and [administration](/usc/5/9801.md?p=1) of this chapter, including surveys and reports on [health benefits plans](/usc/5/8901.md?p=6) available to [employees](/usc/5/4701.md?p=a-2) and on the experience of the plans.
- (b) Each contract entered into under [section 8902 of this title](/usc/5/8902.md) shall contain provisions requiring [carriers](/usc/5/8901.md?p=7) to—
  - (1) furnish such reasonable reports as the [Office](/usc/5/5402.md?p=3) determines to be necessary to enable it to carry out its functions under this chapter; and
  - (2) permit the [Office](/usc/5/5402.md?p=3) and representatives of the [Government](/usc/5/4101.md?p=3) Accountability [Office](/usc/5/5402.md?p=3) to examine records of the [carriers](/usc/5/8901.md?p=7) as may be necessary to carry out the purposes of this chapter.
- (c) Each [Government](/usc/5/4101.md?p=3) [agency](/usc/5/3132.md?p=a-1) shall keep such records, make such certifications, and furnish the [Office](/usc/5/5402.md?p=3) with such information and reports as may be necessary to enable the [Office](/usc/5/5402.md?p=3) to carry out its functions under this chapter.
- (d) The [Office](/usc/5/5402.md?p=3), in consultation with the [Department](/usc/5/10101.md?p=4) of Health and Human [Services](/usc/5/8401.md?p=26), shall develop and implement a [system](/usc/5/8401.md?p=29) through which the [carrier](/usc/5/8901.md?p=7) for an approved [health benefits plan](/usc/5/8901.md?p=6) described by section [8903](/usc/5/8903.md) or [8903a](/usc/5/8903a.md) will be able to identify those [annuitants](/usc/5/8401.md?p=2) or other individuals covered by such plan who are entitled to benefits under part A or B of title XVIII of the Social Security Act in order to ensure that payments under coordination of benefits with Medicare do not exceed the statutory maximums which physicians may charge Medicare enrollees.
