# §31317. Procedure for prescribing regulations


Regulations prescribed by the Secretary of Transportation to carry out this chapter (except [section 31307](/usc/49/31307.md)) shall be prescribed under [section 553 of title 5](/usc/5/553.md) without regard to sections 556 and 557 of title 5.
