# §30105. Restriction on lobbying activities

- (a) **In General.—** No funds appropriated to the Secretary for the National Highway Traffic Safety Administration shall be available for any activity specifically designed to urge a [State](/usc/49/30102.md?p=a-12) or local legislator to favor or oppose the adoption of any specific legislative proposal pending before any [State](/usc/49/30102.md?p=a-12) or local legislative body.
- (b) **Appearance as Witness Not Barred.—** [Subsection (a)](#a) does not prohibit officers or [employees](/usc/49/31301.md?p=7) of the [United States](/usc/49/31301.md?p=15) from testifying before any [State](/usc/49/30102.md?p=a-12) or local legislative body in response to the invitation of any member of that legislative body or a [State](/usc/49/30102.md?p=a-12) executive office.
