# §51905. Flags and grave markers


Except as authorized under another law, the [Secretary](/usc/46/53101.md?p=8) of Transportation may issue, at no cost, a flag of the [United States](/usc/46/53101.md?p=10) and a grave marker to the family or personal representative of a deceased individual who served in the merchant marine of the [United States](/usc/46/53101.md?p=10) in support of the armed forces of the [United States](/usc/46/53101.md?p=10) or its allies during a war or national emergency.
