# §3614. Roles and responsibilities of the Office of Management and Budget


The Director shall—

- (1) in consultation with the [Administrator](/usc/44/3601.md?p=1) and the [Secretary](/usc/44/3607.md?p=b-11), issue guidance that—
  - (A) specifies the categories or characteristics of [cloud computing](/usc/44/3607.md?p=b-4) products and services that are within the scope of [FedRAMP](/usc/44/3607.md?p=b-6);
  - (B) includes requirements for agencies to obtain a [FedRAMP authorization](/usc/44/3607.md?p=b-7) when operating a [cloud computing](/usc/44/3607.md?p=b-4) product or service described in [subparagraph (A)](#1-A) as a [Federal information](/usc/44/3607.md?p=b-3) system; and
  - (C) encompasses, to the greatest extent practicable, all necessary and appropriate [cloud computing](/usc/44/3607.md?p=b-4) products and services;
- (2) issue guidance describing additional responsibilities of [FedRAMP](/usc/44/3607.md?p=b-6) and the [FedRAMP Board](/usc/44/3607.md?p=b-9) to accelerate the adoption of secure [cloud computing](/usc/44/3607.md?p=b-4) products and services by the Federal Government;
- (3) in consultation with the [Administrator](/usc/44/3601.md?p=1), establish a process to periodically review [FedRAMP authorization packages](/usc/44/3607.md?p=b-8) to support the secure authorization and reuse of secure cloud products and services;
- (4) oversee the effectiveness of [FedRAMP](/usc/44/3607.md?p=b-6) and the [FedRAMP Board](/usc/44/3607.md?p=b-9), including the compliance by the [FedRAMP Board](/usc/44/3607.md?p=b-9) with the duties described in [section 3610(d)](/usc/44/3610.md?p=d); and
- (5) to the greatest extent practicable, encourage and promote consistency of the assessment, authorization, adoption, and use of secure [cloud computing](/usc/44/3607.md?p=b-4) products and services within and across agencies.
