# §316e. Preferences


In considering applications to lease grazing privileges the [Secretary](/usc/43/316a.md?p=3) shall, as far as is consistent with the efficient administration of the grazing [district](/usc/43/316a.md?p=2), prefer (1) natives, (2) other occupants of the range, and (3) settlers over all other applicants.
