# §2224. Recommendations

- (a) **Approval—** The [Secretary](/usc/43/2201.md?p=1) shall submit each plan prepared pursuant to [section 2222 of this title](/usc/43/2222.md) to the Congress, together with the [Secretary](/usc/43/2201.md?p=1)’s recommendations, including recommendations for authorizing legislation, if needed.
- (b) **Pacific Northwest region—** A contingency plan under [subsection (a)](#a) for the [State](/usc/43/31b.md?p=8) of Washington, Oregon, Idaho, or Montana, may be approved by the [Secretary](/usc/43/2201.md?p=1) only at the request of the Governor of the affected [State](/usc/43/31b.md?p=8) in coordination with the other [States](/usc/43/31b.md?p=8) in the region and the Administrator of the Bonneville Power Administration.
