# §8515. Reports

- (a) **Monitoring—** The [Secretary](/usc/42/8502.md?p=6) shall monitor the implementation of [State](/usc/42/8502.md?p=8) emergency conservation plans and of the standby Federal conservation plan and make such recommendations to the [Governor](/usc/42/8502.md?p=7) of each affected [State](/usc/42/8502.md?p=8) as he deems appropriate for modification to such plans.
