# §8236a. Technical assistance


Not later than 2 years after October 24, 1992, the [Secretary](/usc/42/8241.md?p=6) shall establish a program to provide technical assistance to [State](/usc/42/2021b.md?p=14) and local organizations to encourage the adoption of and use of residential energy efficiency rating systems consistent with the voluntary guidelines issued under [section 8236 of this title](/usc/42/8236.md).
