# §5158. Availability of materials


The President is authorized, at the request of the [Governor](/usc/42/5122.md?p=5) of an affected [State](/usc/42/5122.md?p=4), to provide for a survey of [construction](/usc/42/300s–3.md?p=7) [materials](/usc/42/5195a.md?p=a-5) needed in the area affected by a [major disaster](/usc/42/5122.md?p=2) on an [emergency](/usc/42/5122.md?p=1) basis for housing repairs, replacement housing, [public facilities](/usc/42/5122.md?p=10) repairs and replacement, farming operations, and business enterprises and to take appropriate action to assure the availability and fair distribution of needed [materials](/usc/42/5195a.md?p=a-5), including, where possible, the [allocation](/usc/42/2021b.md?p=2) of such [materials](/usc/42/5195a.md?p=a-5) for a period of not more than one hundred and eighty days after such [major disaster](/usc/42/5122.md?p=2). Any [allocation](/usc/42/2021b.md?p=2) program shall be implemented by the President to the extent possible, by working with and through those companies which traditionally supply [construction](/usc/42/300s–3.md?p=7) [materials](/usc/42/5195a.md?p=a-5) in the affected area. For the purposes of this section “[construction](/usc/42/300s–3.md?p=7) [materials](/usc/42/5195a.md?p=a-5)” shall include building [materials](/usc/42/5195a.md?p=a-5) and [materials](/usc/42/5195a.md?p=a-5) required for repairing housing, replacement housing, [public facilities](/usc/42/5122.md?p=10) repairs and replacement, and for normal farm and business operations.
