# §5156. Standards and reviews


The President shall establish comprehensive standards which shall be used to assess the efficiency and effectiveness of Federal [major disaster](/usc/42/5122.md?p=2) and [emergency](/usc/42/5122.md?p=1) assistance programs administered under this chapter. The President shall conduct annual reviews of the activities of [Federal agencies](/usc/42/5122.md?p=9) and [State](/usc/42/5122.md?p=4) and [local governments](/usc/42/5122.md?p=8) in [major disaster](/usc/42/5122.md?p=2) and [emergency preparedness](/usc/42/5195a.md?p=a-3) and in providing [major disaster](/usc/42/5122.md?p=2) and [emergency](/usc/42/5122.md?p=1) assistance in order to assure maximum coordination and effectiveness of such programs and consistency in policies for reimbursement of [States](/usc/42/5195a.md?p=a-9) under this chapter.
