# §4702. Administration of authorities


The authorities provided by this chapter shall be administered in such manner as (1) to recognize fully the rights, powers, and responsibilities of [State](/usc/42/4762.md?p=3) and [local governments](/usc/42/4762.md?p=4), and (2) to encourage innovation and allow for diversity on the part of [State](/usc/42/4762.md?p=3) and [local governments](/usc/42/4762.md?p=4) in the design, execution, and management of their own systems of personnel administration.
