# §3175. Assistance to parts of economic development districts not in eligible areas


Notwithstanding [section 3161 of this title](/usc/42/3161.md), the [Secretary](/usc/42/3122.md?p=13) may provide such assistance as is available under this chapter for a [project](/usc/42/13641.md?p=2) in a part of an [economic development district](/usc/42/3122.md?p=5-A) that is not in an area described in [section 3161(a) of this title](/usc/42/3161.md?p=a), if the [project](/usc/42/13641.md?p=2) will be of a substantial direct benefit to an area described in [section 3161(a) of this title](/usc/42/3161.md?p=a) that is located in the district.
