# §3106. Definitions


As used in this chapter—

- (a) The term “State” means the several States, the District of Columbia, the Commonwealth of Puerto Rico, and the territories and possessions of the United States.
- (b) The term “local public bodies and agencies” includes public corporate bodies or political subdivisions; [public agencies](/usc/42/11851.md?p=8) or instrumentalities of one or more [States](#a), municipalities, or political subdivisions of one or more [States](#a) (including [public agencies](/usc/42/11851.md?p=8) and instrumentalities of one or more municipalities or other political subdivisions of one or more [States](#a)); Indian tribes; and boards or commissions established under the laws of any [State](#a) to finance specific capital improvement [projects](/usc/42/13641.md?p=2).
- (c) The term “development cost” means the cost of constructing the facility and of acquiring the land on which it is located, including necessary site improvements to permit its use as a site for the facility.
