# §191. Bureau established


There shall be established in the Department of Health and Human Services a bureau to be known as the [Children](/usc/42/256e.md?p=g-2)’s Bureau.


# §192. Chief of bureau; investigations and reports


The [Children](/usc/42/256e.md?p=g-2)’s Bureau shall be under the direction of a chief, to be appointed by the President, by and with the advice and consent of the Senate. The said bureau shall investigate and report to the [Secretary](/usc/42/242q–4.md?p=2) of Health and Human Services, upon all matters pertaining to the welfare of [children](/usc/42/256e.md?p=g-2) and [child](/usc/42/416.md?p=e) life among all classes of our people, and shall especially investigate the questions of infant mortality, the birth rate, orphanage, juvenile courts, desertion, dangerous occupations, accidents and diseases of [children](/usc/42/256e.md?p=g-2), employment, legislation affecting [children](/usc/42/256e.md?p=g-2) in the several [States](/usc/42/201.md?p=f) and Territories. But no official, or agent, or [representative](/usc/42/3058f.md?p=5) of said bureau shall, over the objection of the head of the [family](/usc/42/290ff–4.md?p=d-2), enter any house used exclusively as a [family](/usc/42/290ff–4.md?p=d-2) residence. The chief of said bureau may from time to time publish the results of these investigations in such manner and to such extent as may be prescribed by the [Secretary](/usc/42/242q–4.md?p=2).


# §193. Assistant chief


There shall be in the [Children](/usc/42/256e.md?p=g-2)’s Bureau, until otherwise provided for by law, an assistant chief, to be appointed by the [Secretary](/usc/42/242q–4.md?p=2) of Health and Human Services.


# §194. Quarters for bureau


The [Secretary](/usc/42/242q–4.md?p=2) of Health and Human Services is directed to furnish sufficient quarters for the work of this bureau at an annual rental not to exceed $2,000.
