# §18614. Technology transfer and transitions assessment


Not later than 1 year after September 28, 2018, and as often as the [Secretary](/usc/42/18601.md?p=4) determines to be necessary thereafter, the [Secretary](/usc/42/18601.md?p=4) shall transmit to the appropriate committees of Congress a report that includes recommended changes to the policy of the [Department](/usc/42/18601.md?p=1) and legislative changes to [section 16391 of this title](/usc/42/16391.md) to improve the ability of the [Department](/usc/42/18601.md?p=1) to successfully transfer new energy technologies to the private sector.
