# §16155. Hydrogen and Fuel Cell Technical Task Force

- (a) **Establishment—** Not later than 120 days after August 8, 2005, the President shall establish an interagency [task force](/usc/42/16152.md?p=7) chaired by the [Secretary](/usc/42/15801.md?p=4) with representatives from each of the following:
  - (1) The Office of Science and Technology Policy within the Executive Office of the President.
  - (2) The [Department](/usc/42/15801.md?p=1) of Transportation.
  - (3) The [Department](/usc/42/15801.md?p=1) of Defense.
  - (4) The [Department](/usc/42/15801.md?p=1) of Commerce (including the National Institute of Standards and Technology).
  - (5) The Department of State.
  - (6) The Environmental Protection [Agency](/usc/42/8262.md?p=1).
  - (7) The National Aeronautics and Space Administration.
  - (8) Other Federal [agencies](/usc/42/8262.md?p=1) as the [Secretary](/usc/42/15801.md?p=4) determines appropriate.
- (b) **Duties—**
  - (1) **Planning—** The [Task Force](/usc/42/16152.md?p=7) shall work toward—
    - (A) a safe, economical, and environmentally sound fuel [infrastructure](/usc/42/16152.md?p=4) for [hydrogen](/usc/42/16152.md?p=1) and [hydrogen](/usc/42/16152.md?p=1)-carrier fuels, including an [infrastructure](/usc/42/16152.md?p=4) that supports buses and other [fleet](/usc/42/16131.md?p=5) transportation;
    - (B) [fuel cells](/usc/42/16152.md?p=2) in government and other applications, including [portable](/usc/42/16152.md?p=6), [stationary](/usc/42/16121.md?p=3), and transportation applications;
    - (C) distributed power generation, including the generation of combined heat, power, and clean fuels including [hydrogen](/usc/42/16152.md?p=1);
    - (D) uniform [hydrogen](/usc/42/16152.md?p=1) codes, standards, and safety protocols; and
    - (E) vehicle [hydrogen](/usc/42/16152.md?p=1) fuel system integrity safety performance.
  - (2) **Activities—** The [Task Force](/usc/42/16152.md?p=7) may organize workshops and conferences, may issue publications, and may create databases to carry out its duties. The [Task Force](/usc/42/16152.md?p=7) shall—
    - (A) foster the exchange of generic, nonproprietary information and technology among industry, academia, and government;
    - (B) develop and maintain an inventory and assessment of [hydrogen](/usc/42/16152.md?p=1), [fuel cells](/usc/42/16152.md?p=2), and other advanced technologies, including the commercial capability of each technology for the economic and environmentally safe production, distribution, delivery, [storage](/usc/42/16152.md?p=6), and use of [hydrogen](/usc/42/16152.md?p=1);
    - (C) integrate technical and other information made available as a result of the programs and activities under this subchapter;
    - (D) promote the marketplace introduction of [infrastructure](/usc/42/16152.md?p=4) for [hydrogen](/usc/42/16152.md?p=1) fuel vehicles; and
    - (E) conduct an education program to provide [hydrogen](/usc/42/16152.md?p=1) and [fuel cell](/usc/42/16152.md?p=2) information to potential end-users.
- (c) **Agency cooperation—** The heads of all [agencies](/usc/42/8262.md?p=1), including those whose [agencies](/usc/42/8262.md?p=1) are not represented on the [Task Force](/usc/42/16152.md?p=7), shall cooperate with and furnish information to the [Task Force](/usc/42/16152.md?p=7), the [Technical Advisory Committee](/usc/42/16152.md?p=8), and the [Department](/usc/42/15801.md?p=1).
