# §13292. Proposals

- (a) **Solicitation—** Not later than one year after October 24, 1992, the [Secretary](/usc/42/242q–4.md?p=2) shall solicit proposals from [non-Federal persons](/usc/42/13271.md?p=9), including [fleet](/usc/42/13211.md?p=9) operators, for [projects](/usc/42/13641.md?p=2) under this part. Within 240 days after proposals have been solicited, the [Secretary](/usc/42/242q–4.md?p=2) shall select proposals.
- (b) **Criteria—**
  - (1) The [Secretary](/usc/42/242q–4.md?p=2) shall provide financial assistance to no more than 10 [projects](/usc/42/13641.md?p=2) under this part, unless the [Secretary](/usc/42/242q–4.md?p=2) determines that the total amount of available funds is not likely to be otherwise used.
  - (2) The proposals selected by the [Secretary](/usc/42/242q–4.md?p=2) shall, to the extent practicable, represent geographically and climatically diverse regions of the United States.
  - (3) The aggregate Federal financial assistance for each [project](/usc/42/13641.md?p=2) under this part may not exceed $4,000,000.
- (c) **Projects—** The [infrastructure and support systems](/usc/42/13271.md?p=7) programs for which [projects](/usc/42/13641.md?p=2) are selected under this part may address—
  - (1) the ability to service [electric motor vehicles](/usc/42/13271.md?p=4) and to provide or service [associated equipment](/usc/42/13271.md?p=2);
  - (2) the installation of charging facilities;
  - (3) rates and cost recovery for electric utilities who invest in infrastructure capital-related expenditures;
  - (4) the development of safety and health procedures and guidelines related to battery charging, watering, and emissions;
  - (5) the conduct of information dissemination programs; and
  - (6) such other subjects as the [Secretary](/usc/42/242q–4.md?p=2) considers necessary in order to address the [infrastructure and support systems](/usc/42/13271.md?p=7) needed to support the development and use of energy storage technologies, including advanced batteries, and the demonstration of [electric motor vehicles](/usc/42/13271.md?p=4).
