# §13291. General authority

- (a) **Program—** The [Secretary](/usc/42/242q–4.md?p=2) shall undertake a program with one or more [non-Federal persons](/usc/42/13271.md?p=9), including [fleet](/usc/42/13211.md?p=9) operators, for cost-shared research, development, demonstration, or commercial application of an [infrastructure and support systems](/usc/42/13271.md?p=7) program.
- (b) **Eligibility—** A [non-Federal person](/usc/42/13271.md?p=9) shall be eligible to receive financial assistance under this part only if such person demonstrates, to the satisfaction of the [Secretary](/usc/42/242q–4.md?p=2), that the person will conduct a substantial portion of activities under the [project](/usc/42/13641.md?p=2) in the United States using [domestic](/usc/42/13211.md?p=7) labor and materials.
- (c) **Coordination—** Activities under this part shall be coordinated with activities under part A.
