# §12781. Authority


The [Secretary](/usc/42/12704.md?p=16) shall, insofar as is feasible through contract with eligible organizations, develop the capacity of [participating jurisdictions](/usc/42/12704.md?p=4), [State](/usc/42/12704.md?p=2) and local [housing](/usc/42/12704.md?p=8) finance [agencies](/usc/42/8262.md?p=1), [nonprofit organizations](/usc/42/12704.md?p=5) and for-profit [corporations](/usc/42/2297h.md?p=2), working in partnership, to identify and meet needs for an increased supply of decent, affordable [housing](/usc/42/12704.md?p=8).
