# §12617. Service projects

- (a) **Project requirements—** The service [projects](/usc/42/13641.md?p=2) carried out by the National Civilian Community [Corps](/usc/42/12626.md?p=3) shall—
  - (1) meet an identifiable public need, with specific emphasis on [projects](/usc/42/13641.md?p=2) in support of infrastructure improvement, energy conservation, and urban and rural development;
  - (2) emphasize the performance of community service activities that provide meaningful community benefits and opportunities for [service-learning](/usc/42/12626.md?p=9) and skills development;
  - (3) to the maximum extent practicable, encourage work to be accomplished in teams of diverse individuals working together; and
  - (4) include continued education and training in various technical fields.
- (b) **Project proposals—**
  - (1) **Development of proposals—**
    - (A) **Specific executive departments—** Upon the establishment of the [Program](/usc/42/12626.md?p=8), the [Secretary](/usc/42/242q–4.md?p=2) of Agriculture, the [Secretary](/usc/42/242q–4.md?p=2) of the Interior, the [Secretary](/usc/42/242q–4.md?p=2) of Housing and Urban Development, the [Administrator](/usc/42/4005.md?p=1) of the Environmental Protection [Agency](/usc/42/8262.md?p=1), the [Administrator](/usc/42/4005.md?p=1) of the Federal Emergency Management [Agency](/usc/42/8262.md?p=1), the [Secretary](/usc/42/242q–4.md?p=2) of Energy, the [Secretary](/usc/42/242q–4.md?p=2) of Transportation, and the Chief of the Forest Service shall develop proposals for [Corps](/usc/42/12626.md?p=3) [projects](/usc/42/13641.md?p=2) pursuant to guidance which the [Director](/usc/42/12626.md?p=6) shall prescribe.
    - (B) **Other sources—** Other public and private organizations and [agencies](/usc/42/8262.md?p=1), including community-based entities and representatives of local communities in the vicinity of a [Corps campus](/usc/42/12626.md?p=4), may develop proposals for [projects](/usc/42/13641.md?p=2) for a [Corps campus](/usc/42/12626.md?p=4). [Corps members](/usc/42/12626.md?p=5) shall also be encouraged to identify [projects](/usc/42/13641.md?p=2) for the [Corps](/usc/42/12626.md?p=3).
  - (2) **Consultation requirements—** The process for developing [project](/usc/42/13641.md?p=2) proposals under [paragraph (1)](#b-1) shall include consultation with the [Corporation](/usc/42/2297h.md?p=2), representatives of local communities, [State](/usc/42/12522.md?p=1) Commissions, and persons involved in other youth service [programs](/usc/42/12626.md?p=8).
- (c) **Project selection, organization, and performance—**
  - (1) **Selection—** The [campus director](/usc/42/12626.md?p=2) of a [Corps campus](/usc/42/12626.md?p=4) shall select the [projects](/usc/42/13641.md?p=2) to be performed by the members of the [Corps](/usc/42/12626.md?p=3) assigned to the [units](/usc/42/12626.md?p=10) in that campus. The [campus director](/usc/42/12626.md?p=2) shall select [projects](/usc/42/13641.md?p=2) from among the [projects](/usc/42/13641.md?p=2) proposed or identified pursuant to [subsection (b)](#b).
  - (2) **Innovative local arrangements for project performance—** The [Director](/usc/42/12626.md?p=6) shall encourage [campus directors](/usc/42/12626.md?p=2) to negotiate with representatives of local communities, to the extent practicable, innovative arrangements for the performance of [projects](/usc/42/13641.md?p=2). The arrangements may provide for cost-sharing and the provision by the communities of in-kind support and other support.
