# §12374. Conference committees

- (a) **Advisory committee—** The [Secretary](/usc/42/12302.md?p=4) shall establish an [advisory committee](/usc/42/17061.md?p=2) to the [Conference](/usc/42/12376.md?p=1) which shall include representatives from the Federal [Council](/usc/42/12302.md?p=2) on Children, [Youth](/usc/42/12376.md?p=2), and Families, [public agencies](/usc/42/11851.md?p=8) and [nonprofit](/usc/42/300s–3.md?p=3) private organizations as appropriate.
- (b) **Other committees—** The [Secretary](/usc/42/12302.md?p=4) may establish such other committees, including technical committees, as may be necessary to assist in the planning, conducting, and reviewing of the [Conference](/usc/42/12376.md?p=1).
- (c) **Composition of committees—** Each committee established under this section shall be composed of professionals and public members, and shall include individuals from low-income families and from minority groups.
- (d) **Compensation—** Members of any committee established under this section (other than any officers or employees of the Federal Government), while attending [conferences](/usc/42/12376.md?p=1) or meetings of the committee or otherwise serving at the request of the [Secretary](/usc/42/12302.md?p=4), shall be entitled to receive compensation at a rate to be fixed by the [Secretary](/usc/42/12302.md?p=4), but not to exceed the daily rate payable for GS–18 of the General Schedule under [section 5332 of title 5](/usc/5/5332.md) (including travel time). While away from their homes or regular places of business, such members may be allowed travel expenses, including per diem in lieu of subsistence, as authorized under [section 5703](/usc/5/5703.md) of such title for persons employed intermittently in Federal Government service.

### Termination of Advisory Committees

Advisory committees established after Jan. 5, 1973, to terminate not later than the expiration of the 2-year period beginning on the date of their establishment, unless, in the case of a committee established by the President or an officer of the Federal Government, such committee is renewed by appropriate action prior to the expiration of such 2-year period, or in the case of a committee established by Congress, its duration is otherwise provided by law. See section 1013 of Title 5, Government Organization and Employees.
