# §12331. Purpose


It is the purpose of this part to encourage and assist [State](/usc/42/12302.md?p=5) and local [agencies](/usc/42/8262.md?p=1) to coordinate resources, reduce barriers to services, and develop new capacities to ensure that [State](/usc/42/12302.md?p=5) and community services designed to serve children, youth, and families are more effective and comprehensive.
