# §11803. Approval of applications


In selecting among applications submitted under [section 11802(a) of this title](/usc/42/11802.md?p=a), the [Secretary](/usc/42/242q–4.md?p=2) shall give priority to applicants who propose to carry out [projects](/usc/42/13641.md?p=2) and activities—

- (1) for the purposes specified in [section 11801 of this title](/usc/42/11801.md) in geographical areas in which frequent and severe [drug](/usc/42/11851.md?p=4)-related crimes are committed by gangs whose membership is composed primarily of youth, and
- (2) that the applicant demonstrates have the broad support of [community based](/usc/42/11851.md?p=1) organizations in such geographical areas.
