# §11802. Application for grants and contracts

- (a) **Submission of applications—** Any [agency](/usc/42/8262.md?p=1), organization, institution, or individual desiring to receive a grant, or to enter into a contract, under [section 11801 of this title](/usc/42/11801.md) shall submit to the [Secretary](/usc/42/242q–4.md?p=2) an application at such time, in such manner, and containing or accompanied by such information as the [Secretary](/usc/42/242q–4.md?p=2) may require by rule.
- (b) **Contents of application—** Each application for assistance under this subchapter shall—
  - (1) set forth a [project](/usc/42/13641.md?p=2) or activity for carrying out one or more of the purposes specified in [section 11801 of this title](/usc/42/11801.md) and specifically identify each such purpose such [project](/usc/42/13641.md?p=2) or activity is designed to carry out,
  - (2) provide that such [project](/usc/42/13641.md?p=2) or activity shall be administered by or under the supervision of the applicant,
  - (3) provide for the proper and efficient administration of such [project](/usc/42/13641.md?p=2) or activity,
  - (4) provide for regular evaluation of the operation of such [project](/usc/42/13641.md?p=2) or activity,
  - (5) provide that regular reports on such [project](/usc/42/13641.md?p=2) or activity shall be submitted to the [Secretary](/usc/42/242q–4.md?p=2), and
  - (6) provide such fiscal control and fund accounting procedures as may be necessary to ensure prudent use, proper disbursement, and accurate accounting of funds received under this subchapter.
