# §6302. Biennial plan

- (a) **Biennial Plan Required.—** The [Secretary](/usc/38/101.md?p=1) shall, during the first nine months of every odd-numbered year, prepare a biennial plan for the [outreach](/usc/38/6301.md?p=b-1) activities of the [Department](/usc/38/101.md?p=1) for the two-fiscal-year period beginning on October 1 of that year.
- (b) **Elements.—** Each biennial plan under [subsection (a)](#a) shall include the following:
  - (1) Plans for efforts to identify [eligible veterans](/usc/38/3452.md?p=a-1) and [eligible dependents](/usc/38/6301.md?p=b-3) who are not enrolled or registered with the [Department](/usc/38/101.md?p=1) for benefits or services under the programs administered by the [Secretary](/usc/38/101.md?p=1).
  - (2) Plans for informing [eligible veterans](/usc/38/3452.md?p=a-1) and [eligible dependents](/usc/38/6301.md?p=b-3) of modifications of the benefits and services under the programs administered by the [Secretary](/usc/38/101.md?p=1), including eligibility for medical and nursing care and services.
- (c) **Coordination in Development.—** In developing the biennial plan under [subsection (a)](#a), the [Secretary](/usc/38/101.md?p=1) shall consult with the following:
  - (1) Directors or other appropriate officials of organizations approved by the [Secretary](/usc/38/101.md?p=1) under [section 5902 of this title](/usc/38/5902.md).
  - (2) Directors or other appropriate officials of [State](/usc/38/101.md?p=20) and local education and training programs.
  - (3) Representatives of nongovernmental organizations that carry out [veterans](/usc/38/101.md?p=2) [outreach](/usc/38/6301.md?p=b-1) programs.
  - (4) Representatives of [State](/usc/38/101.md?p=20) and local [veterans](/usc/38/101.md?p=2) employment organizations.
  - (5) Other individuals and organizations that the [Secretary](/usc/38/101.md?p=1) considers appropriate.
