# §11231. Authority to make grants


The Secretary shall make grants for a national communication system to assist runaway and [homeless](/usc/34/12291.md?p=a-17) [youth](/usc/34/12291.md?p=a-52) in communicating with their families and with service providers. The Secretary shall give priority to grant applicants that have experience in providing telephone [services](/usc/34/12291.md?p=a-51) to runaway and [homeless](/usc/34/12291.md?p=a-17) [youth](/usc/34/12291.md?p=a-52).
