# §10704. Equitable distribution of funds


In awarding grants under this subchapter, the [Attorney General](/usc/34/10307.md?p=1) shall distribute funds in a manner that—

- (1) equitably addresses the needs of [underserved populations](/usc/34/12291.md?p=a-46), including [rural](/usc/34/11103.md?p=43) and tribal communities; and
- (2) focuses on communities that have been disproportionately impacted by [opioid](/usc/34/10705.md?p=3) abuse as evidenced in part by—
  - (A) high rates of primary [treatment](/usc/34/11103.md?p=15) admissions for heroin and other [opioids](/usc/34/10705.md?p=3);
  - (B) high rates of [drug](/usc/34/10705.md?p=5) poisoning deaths from heroin and other [opioids](/usc/34/10705.md?p=3); and
  - (C) a lack of accessibility to [treatment](/usc/34/11103.md?p=15) providers and facilities and to emergency medical [services](/usc/34/12291.md?p=a-51).
