# §1715. Explanation of payments

- (a) **Description, period, source, etc., of payments to States or Indians—** When any [payment](/usc/30/1702.md?p=28) (including amounts due from receipt of any [royalty](/usc/30/1702.md?p=14), bonus, interest charge, fine, or rental) is made by the [United States](/usc/30/1702.md?p=33) to a [State](/usc/30/1702.md?p=16) with respect to any [oil or gas](/usc/30/1702.md?p=9) [lease](/usc/30/1702.md?p=5) on [Federal lands](/usc/30/1702.md?p=1) or is deposited in the appropriate Indian account on behalf of an [Indian tribe](/usc/30/1702.md?p=4) or [Indian allottee](/usc/30/1702.md?p=2) with respect to any oil and gas [lease](/usc/30/1702.md?p=5) on [Indian lands](/usc/30/1702.md?p=3), there shall be provided, together with such [payment](/usc/30/1702.md?p=28), a description of the type of [payment](/usc/30/1702.md?p=28) being made, the period covered by such [payment](/usc/30/1702.md?p=28), the source of such [payment](/usc/30/1702.md?p=28), [production](/usc/30/1702.md?p=13) amounts, the [royalty](/usc/30/1702.md?p=14) rate, unit value and such other information as may be agreed upon by the [Secretary](/usc/30/1702.md?p=15) and the recipient [State](/usc/30/1702.md?p=16), [Indian tribe](/usc/30/1702.md?p=4), or [Indian allottee](/usc/30/1702.md?p=2).
- (b) **Effective date—** This section shall take effect with respect to [payments](/usc/30/1702.md?p=28) made after October 1, 1983, unless the [Secretary](/usc/30/1702.md?p=15), by rule, prescribes an earlier effective date.
