# §1309. Certification and training of blasters


In accordance with this chapter, the [Secretary](/usc/30/1291.md?p=23) of the Interior (or the approved [State regulatory authority](/usc/30/1291.md?p=26) as provided for in [section 1253 of this title](/usc/30/1253.md)) shall promulgate regulations requiring the training, examination, and certification of [persons](/usc/30/1291.md?p=19) engaging in or directly responsible for blasting or use of explosives in [surface coal mining operations](/usc/30/1291.md?p=28).
