# §3161. General authorization


The Secretary shall make an allotment under [section 3162(b)(1)(C) of this title](/usc/29/3162.md?p=b-1-C) to each [State](/usc/29/3102.md?p=56) that meets the requirements of section [3112](/usc/29/3112.md) or [3113](/usc/29/3113.md) of this title and a grant under [section 3162(b)(1)(B) of this title](/usc/29/3162.md?p=b-1-B) to each [outlying area](/usc/29/3102.md?p=45) that complies with the requirements of this subchapter, to assist the [State](/usc/29/3102.md?p=56) or [outlying area](/usc/29/3102.md?p=45), and to enable the [State](/usc/29/3102.md?p=56) or [outlying area](/usc/29/3102.md?p=45) to assist [local areas](/usc/29/3102.md?p=32), for the purpose of providing [workforce investment activities](/usc/29/3102.md?p=68) for [eligible youth](/usc/29/3102.md?p=18) in the [State](/usc/29/3102.md?p=56) or [outlying area](/usc/29/3102.md?p=45) and in the [local areas](/usc/29/3102.md?p=32).
