# §3741. Regulations


Except as otherwise provided by this chapter, the [Secretary](/usc/25/3703.md?p=15) shall promulgate final regulations for the implementation of this chapter within 24 months after December 3, 1993. All regulations promulgated pursuant to this chapter shall be developed by the [Secretary](/usc/25/3703.md?p=15) with the participation of the affected [Indian tribes](/usc/25/3703.md?p=10).
