# §6914. Votes of the Commission


Decisions of the [Commission](/usc/22/277d–43.md?p=2), including adoption of reports and recommendations to the executive branch or to the Congress, shall be made by a majority vote of the members of the [Commission](/usc/22/277d–43.md?p=2) present and voting. Two-thirds of the Members[^1] of the [Commission](/usc/22/277d–43.md?p=2) shall constitute a quorum for purposes of conducting business.
