# §5826. Policy on combatting tied aid practices

Should the [Secretary](/usc/22/277d–43.md?p=5) of the Treasury determine that [foreign countries](/usc/22/2321c.md?p=2) are engaged in tied [aid](/usc/22/2421e.md?p=1) practices with respect to any of the independent states of the former Soviet Union that violate the 1991 Helsinki agreement of the Organization for Economic Cooperation and Development, the President should give priority attention to combatting such practices.
