# §445. Travel on vessels of belligerent states

- (a) **Proscription by Presidential proclamation—** Whenever the President shall have issued a proclamation under the authority of [section 441(a) of this title](/usc/22/441.md?p=a) it shall thereafter be unlawful for any [citizen](/usc/22/456.md?p=f) of the [United States](/usc/22/456.md?p=a) to travel on any [vessel](/usc/22/456.md?p=c) of any [state](/usc/22/456.md?p=e) named in such proclamation, except in accordance with such rules and regulations as may be prescribed.
- (b) **Revocation of proclamation; effect—** Whenever any proclamation issued under the authority of [section 441(a) of this title](/usc/22/441.md?p=a) shall have been revoked with respect to any [state](/usc/22/456.md?p=e) the provisions of this section shall thereupon cease to apply with respect to such [state](/usc/22/456.md?p=e), except as to offenses committed prior to such revocation.
