# §3656. Uniform application of standards and rates


The standards established pursuant to [section 3653 of this title](/usc/22/3653.md) and the rates of basic pay established pursuant to [section 3642 of this title](/usc/22/3642.md) shall be applied without regard to whether the [employee](/usc/22/3651.md?p=3) or individual concerned is a citizen of the United States or a citizen of the Republic of Panama.
