# §2151x–1. Assistance for agricultural and industrial alternatives to narcotics production

- (a) **Waiver of restrictions—** For the purpose of reducing dependence upon the production of crops from which narcotic and psychotropic drugs are derived, the President may provide assistance to a [foreign country](/usc/22/2321c.md?p=2) under [chapter 1](/usc/22/chch1.md) of part I of the Foreign Assistance Act of 1961 ([22 U.S.C. 2151](/usc/22/2151.md) and following; relating to development assistance) and [chapter 4](/usc/22/chch4.md) of part II of that Act ([22 U.S.C. 2346](/usc/22/2346.md) and following; relating to the economic [support](/usc/22/7432.md?p=12) fund) to promote the production, processing, or the marketing of products or [commodities](/usc/22/2403.md?p=c), notwithstanding any other provision of law that would otherwise prohibit the provision of assistance to promote the production, processing, or the marketing of such products or [commodities](/usc/22/2403.md?p=c).
- (b) **Effective date—** [Subsection (a)](#a) applies with respect to funds made available for fiscal year 1991 or any fiscal year thereafter.

The Foreign Assistance Act of 1961, referred to in subsec. (a), is Pub. L. 87–195, Sept. 4, 1961, 75 Stat. 424. Section was enacted as part of the International Narcotics Control Act of 1990, and not as part of the Foreign Assistance Act of 1961 which comprises this chapter.
