# §9581. Rulemaking


Notwithstanding [section 1232(d) of this title](/usc/20/1232.md?p=d), the exemption for public property, loans, grants, and benefits in [section 553(a)(2) of title 5](/usc/5/553.md?p=a-2) shall apply to the [Institute](/usc/20/9501.md?p=14).
