# §9163. State and local initiatives


Nothing in this subchapter shall be construed to interfere with [State](/usc/20/9122.md?p=3) and local initiatives and responsibility in the conduct of [library](/usc/20/9122.md?p=1) services. The administration of [libraries](/usc/20/9122.md?p=1), the selection of personnel and [library](/usc/20/9122.md?p=1) books and materials, and insofar as consistent with the purposes of this subchapter, the determination of the best uses of the funds provided under this subchapter, shall be reserved for the [States](/usc/20/9122.md?p=3) and their local subdivisions.
