# §75c. Creation of National Portrait Gallery Commission; members; functions; powers


There is created the National Portrait [Gallery](/usc/20/75a.md?p=c) [Commission](/usc/20/75a.md?p=b). The number, manner of appointment and tenure of the members of the [Commission](/usc/20/75a.md?p=b) shall be such as the [Board](/usc/20/75a.md?p=a) may from time to time prescribe. The [Board](/usc/20/75a.md?p=a) may delegate to the [Commission](/usc/20/75a.md?p=b) any function of the [Gallery](/usc/20/75a.md?p=c) or any function of the [Board](/usc/20/75a.md?p=a) with respect to the [Gallery](/usc/20/75a.md?p=c). The [Board](/usc/20/75a.md?p=a) may make rules and regulations for the conduct of the affairs of the [Commission](/usc/20/75a.md?p=b) and the operation of the [Gallery](/usc/20/75a.md?p=c), and to the extent and under such limitations as the [Board](/usc/20/75a.md?p=a) deems advisable, the [Board](/usc/20/75a.md?p=a) may delegate to the [Commission](/usc/20/75a.md?p=b) the power to make such rules and regulations.
