# §6392. Program authorized


In order to carry out the purpose of this part, the [Secretary](/usc/20/7801.md?p=46) shall make grants to [State educational agencies](/usc/20/7801.md?p=49), or combinations of such agencies, to establish or improve, directly or through [local operating agencies](/usc/20/6399.md?p=1), programs of education for migratory children in accordance with this part.
