# §3986. Submission of applications


Each [applicant](/usc/20/3982.md?p=1) within a [State](/usc/20/3902.md?p=10) which desires to receive a grant under this part shall submit the application prepared in accordance with [section 3985 of this title](/usc/20/3985.md) to the [State](/usc/20/3902.md?p=10) agency on[^1] higher education or the [State educational agency](/usc/20/3902.md?p=12), as the case may be, for approval and shall submit the approved application to the [Secretary](/usc/20/3902.md?p=9) under [section 3985 of this title](/usc/20/3985.md). Each such application shall be submitted jointly by the [local educational agency](/usc/20/3902.md?p=7) in the case of activities described in [section 3984(a) of this title](/usc/20/3984.md?p=a), or an [institution of higher education](/usc/20/3902.md?p=6) in the case of activities described in [section 3984(b) of this title](/usc/20/3984.md?p=b), and each business concern or other party that is to participate in the program for which assistance is sought.
