# §1132–2. Rule of construction


Nothing in this subchapter shall be construed to authorize the [Secretary](/usc/20/1003.md?p=17) to mandate, direct, or control an [institution of higher education](/usc/20/1001.md?p=a)’s specific instructional content, curriculum, or program of instruction.
