# §1067a. Purpose; authority

- (a) **Congressional declaration of purpose—** It is the purpose of this subpart to continue the authority of the [Department](/usc/20/1003.md?p=4) to operate the [Minority Institutions](/usc/20/1067k.md?p=3) [Science](/usc/20/1067k.md?p=4) Improvement Program created under [section 1862(a)(1) of title 42](/usc/42/1862.md?p=a-1) and transferred to the [Department](/usc/20/1003.md?p=4) by [section 3444(a)(1) of this title](/usc/20/3444.md?p=a-1).
- (b) **Grant authority—** The [Secretary](/usc/20/1003.md?p=17) shall, in accordance with the provisions of this subpart, carry out a program of making grants to institutions of higher education that are designed to effect long-range improvement in [science](/usc/20/1067k.md?p=4) and engineering education at predominantly [minority institutions](/usc/20/1067k.md?p=3) and to increase the participation of underrepresented ethnic [minorities](/usc/20/1067k.md?p=2), particularly [minority](/usc/20/1067k.md?p=2) women, in scientific and technological careers.
