# §1103. Establishment of John C. Stennis Center for Public Service Training and Development

- (a) **Establishment—** There is established in the legislative branch of the Government a [center](/usc/2/1102.md?p=1) to be known as the “John C. Stennis [Center](/usc/2/1102.md?p=1) for Public Service Training and Development”.
- (b) **Board of Trustees—** The [Center](/usc/2/1102.md?p=1) shall be subject to the supervision and direction of a [Board](/usc/2/1102.md?p=2) of Trustees. The [Board](/usc/2/1102.md?p=2) shall be composed of seven [members](/usc/2/4556.md?p=2), as follows:
  - (1) Two [members](/usc/2/4556.md?p=2) to be appointed by the majority leader of the Senate.
  - (2) One [member](/usc/2/4556.md?p=2) to be appointed by the minority leader of the Senate.
  - (3) Two [members](/usc/2/4556.md?p=2) to be appointed by the Speaker of the House of Representatives.
  - (4) One [member](/usc/2/4556.md?p=2) to be appointed by the minority leader of the House of Representatives.
  - (5) The Executive Director of the [Center](/usc/2/1102.md?p=1), who shall serve as an ex officio [member](/usc/2/4556.md?p=2) of the [Board](/usc/2/1102.md?p=2).
- (c) **Term of office—** The term of office of each [member](/usc/2/4556.md?p=2) of the [Board](/usc/2/1102.md?p=2) appointed under paragraphs [(1)](#b-1), [(2)](#b-2), [(3)](#b-3), and [(4)](#b-4) of subsection (b) shall be six years, except that—
  - (1) the [members](/usc/2/4556.md?p=2) first appointed under paragraphs [(1)](#c-1) and [(2)](#c-2) shall serve, as designated by the majority leader of the Senate, one for a term of two years, one for a term of four years, and one for a term of six years;
  - (2) the [members](/usc/2/4556.md?p=2) first appointed under paragraphs [(3)](#c-3) and (4) shall serve, as designated by the Speaker of the House of Representatives, one for a term of two years, one for a term of four years, and one for a term of six years; and
  - (3) a [member](/usc/2/4556.md?p=2) appointed to fill a vacancy shall serve for the remainder of the term for which his predecessor was appointed and shall be appointed in the same manner as the original appointment for that vacancy was made.
- (d) **Travel and subsistence pay—** [Members](/usc/2/4556.md?p=2) of the [Board](/usc/2/1102.md?p=2) (other than the Executive Director) shall serve without pay, but shall be entitled to reimbursement for travel, subsistence, and other necessary expenses incurred in the performance of their duties.
- (e) **Location of Center—** The [Center](/usc/2/1102.md?p=1) shall be located at or near Starkville, Mississippi, the location of Mississippi [State](/usc/2/4556.md?p=1) University.
