# §4516. Trade Representative authority


If a [country](/usc/19/1677.md?p=3) (other than the [United States](/usc/19/1683.md?p=9)) that has signed the [USMCA](/usc/19/4502.md?p=9) does not enact implementing legislation, the [Trade Representative](/usc/19/4502.md?p=8) is authorized to enter into negotiations with the other [country](/usc/19/1677.md?p=3) that has signed the [USMCA](/usc/19/4502.md?p=9) to consider how the applicable provisions of the [USMCA](/usc/19/4502.md?p=9) can come into force with respect to the [United States](/usc/19/1683.md?p=9) and that other [country](/usc/19/1677.md?p=3) as promptly as possible.
