# §2533. State and private standards-related activities

- (a) **In general—** It is the sense of the Congress that no [State](/usc/19/2577.md?p=2) [agency](/usc/19/2578b.md?p=a-1) and no private [person](/usc/19/1683.md?p=8) should engage in any [standards](/usc/19/2576b.md?p=5)-related activity that creates unnecessary obstacles to the foreign commerce of the [United States](/usc/19/1683.md?p=9).
- (b) **Presidential action—** The President shall take such reasonable measures as may be available to promote the observance by [State](/usc/19/2577.md?p=2) [agencies](/usc/19/2578b.md?p=a-1) and private [persons](/usc/19/1683.md?p=8), in carrying out [standards](/usc/19/2576b.md?p=5)-related activities, of requirements equivalent to those imposed on Federal [agencies](/usc/19/2578b.md?p=a-1) under [section 2532 of this title](/usc/19/2532.md), and of procedures that provide for notification, participation, and publication with respect to such activities.
