# §2118. Access to supplies

- (a) **Fair and equitable access—** A principal [United States](/usc/19/2319.md?p=8) negotiating [objective](/usc/19/2576b.md?p=3) under [section 2112 of this title](/usc/19/2112.md) shall be to enter into trade agreements with foreign [countries](/usc/19/1677.md?p=3) and instrumentalities to assure the [United States](/usc/19/2319.md?p=8) of fair and equitable access at reasonable prices to supplies of articles of [commerce](/usc/19/2481.md?p=10) which are important to the economic requirements of the [United States](/usc/19/2319.md?p=8) and for which the [United States](/usc/19/2319.md?p=8) does not have, or cannot easily develop, the necessary domestic productive capacity to supply its own requirements.
- (b) **Continued availability; reciprocal concessions; comparable trade obligations—** Any agreement entered into under [section 2112 of this title](/usc/19/2112.md) may include provisions which—
  - (1) assure to the [United States](/usc/19/2319.md?p=8) the continued availability of important articles at reasonable prices, and
  - (2) provide reciprocal concessions or comparable trade obligations, or both, by the [United States](/usc/19/2319.md?p=8).
