# §7123. Submission of project proposals

- (a) **Submission of project proposals to Secretary concerned—**
  - (1) **Projects funded using project funds—** Not later than September 30 of each fiscal year (or a later date specified by the [Secretary concerned](/usc/16/7102.md?p=15) for the fiscal year), each [resource advisory committee](/usc/16/7121.md?p=3) shall submit to the [Secretary concerned](/usc/16/7102.md?p=15) a description of any [projects](/usc/16/410r–5.md?p=c-4) that the [resource advisory committee](/usc/16/7121.md?p=3) proposes the [Secretary](/usc/16/410r–5.md?p=c-1) undertake using any [project funds](/usc/16/7121.md?p=2) reserved by [eligible counties](/usc/16/7102.md?p=4) in the [area](/usc/16/539m–1.md?p=1-A) in which the [resource advisory committee](/usc/16/7121.md?p=3) has geographic jurisdiction.
  - (2) **Projects funded using other funds—** A [resource advisory committee](/usc/16/7121.md?p=3) may submit to the [Secretary concerned](/usc/16/7102.md?p=15) a description of any [projects](/usc/16/410r–5.md?p=c-4) that the committee proposes the [Secretary](/usc/16/410r–5.md?p=c-1) undertake using funds from [State](/usc/16/590q.md?p=a) or local governments, or from the private sector, other than [project funds](/usc/16/7121.md?p=2) and funds appropriated and otherwise available to do similar work.
  - (3) **Joint projects—** [Participating counties](/usc/16/7121.md?p=1) or other [persons](/usc/16/450rr–1.md?p=b) may propose to pool [project funds](/usc/16/7121.md?p=2) or other funds, described in [paragraph (2)](#a-2), and jointly propose a [project](/usc/16/410r–5.md?p=c-4) or group of [projects](/usc/16/410r–5.md?p=c-4) to a [resource advisory committee](/usc/16/7121.md?p=3) established under [section 7125 of this title](/usc/16/7125.md).
- (b) **Required description of projects—** In submitting proposed [projects](/usc/16/410r–5.md?p=c-4) to the [Secretary concerned](/usc/16/7102.md?p=15) under [subsection (a)](#a), a [resource advisory committee](/usc/16/7121.md?p=3) shall include in the description of each proposed [project](/usc/16/410r–5.md?p=c-4) the following information:
  - (1) The purpose of the [project](/usc/16/410r–5.md?p=c-4) and a description of how the [project](/usc/16/410r–5.md?p=c-4) will meet the purposes of this subchapter.
  - (2) The anticipated duration of the [project](/usc/16/410r–5.md?p=c-4).
  - (3) The anticipated cost of the [project](/usc/16/410r–5.md?p=c-4).
  - (4) The proposed source of funding for the [project](/usc/16/410r–5.md?p=c-4), whether [project funds](/usc/16/7121.md?p=2) or other funds.
  - (5)
    - (A) Expected outcomes, including how the [project](/usc/16/410r–5.md?p=c-4) will meet or exceed desired ecological conditions, maintenance objectives, or stewardship objectives.
    - (B) An estimate of the amount of any timber, forage, and other commodities and other economic activity, including jobs generated, if any, anticipated as part of the [project](/usc/16/410r–5.md?p=c-4).
  - (6) A detailed monitoring plan, including funding needs and sources, that—
    - (A) tracks and identifies the positive or negative impacts of the [project](/usc/16/410r–5.md?p=c-4), implementation,[^1] and provides for validation monitoring; and
    - (B) includes an assessment of the following:
      - (i) Whether or not the [project](/usc/16/410r–5.md?p=c-4) met or exceeded desired ecological conditions; created local employment or training opportunities, including summer youth jobs programs such as the Youth Conservation Corps where appropriate.
      - (ii) Whether the [project](/usc/16/410r–5.md?p=c-4) improved the use of, or added value to, any products removed from land consistent with the purposes of this subchapter.
  - (7) An assessment that the [project](/usc/16/410r–5.md?p=c-4) is to be in the public interest.
- (c) **Authorized projects—** [Projects](/usc/16/410r–5.md?p=c-4) proposed under [subsection (a)](#a) shall be consistent with [section 7101 of this title](/usc/16/7101.md).
